Champions of Legionfall

So I found out that in order for this to show up, I have to progress my hunter campaign. I did it. Got achievement for the glorious campaign. I just did a scenario in violet hold but i did not notice that in Halduron gives you the Champion: Halduron Brightwing quest in violet hold. I just ported out using the portal in there when scenario was done. I need this quest in order to progress to a hero's weapon and be able to see champions of legionfall. Any ideas on where Halduron can be located? I keep seeing in truelodge but i see him no where.
