No, they aren't. The way the Ukrainian military is operating after the reforming they've gone through since 2014 is much more modern than that.

If they were, Russia wouldn't be having this much trouble with them.

Russia has taken 4 months to take one territory from the UAF. It’s taken them several weeks to get pretty much everything done and the Ukrainians are just wearing down the RF troops while they cycle fresh troops in and deplete Russian manpower and matériel.

Did you miss the fact that the Ukrainians pulled their defenders back nearly unmolested to new defensive lines and left the Russians with ruins? Not to mention constant fighting with no replenishment wears down soldiers.

Russian troops are in no condition to continue fighting without a rest and refit and Ukraine still has fresh troops it can rotate in and out of its defensive positions. Russia’s manpower reserves without calling for mobilization are limited. This is basic warfare 101. You wear your opponent down and fight a defensive war.

Also gtfoh with “they were probably trying to hit military targets”. They’ve been indiscriminately bombing population centers since the war began.
