    Putin can sign all the decrees he wants to increase the size of his army but unless they start mass conscription it won't mean a thing. They are struggling to replace the tens of thousands of casualties they've already taken and the 'volunteer' battalions being raised barely rate as company size in strength.

    Russia is a developed, civilized country where they do not do that. As an enlightened country, they instead pursue a policy of "Aggressive volunteerism", where they round up men of fighting age, and some of not, and tell them they have two choices, "You can volunteer to join the military, or we will force you to join the military." Everyone ends up volunteering in the end, so it's basically purely voluntary.

    For the Russians, that's too little and far too late. Their manpower woes necessitates a wider draft of ethnic Russians for forced service, and this isn't it.

    A decree to increase the combat troops only by 137k, and going into effect only on Jan 2023, 4 months from now, during which they will continue to bleed hundreds of men daily?

    And I'm not too sure how well they'll fare after having to winter in Ukraine, unless they suddenly pull the supplies and logistics needed to move it they've been missing out of thin air.

    Its not just supplies either. Having seen the way Russian troops set up their camps compared to Ukrainian ones they are in for a very unpleasant time when winter hits.

    According to British intelligence report, Putin/Shoigu fired 6 generals due to advancement being too slow.
    Sometimes, the light of the moon is a key to other spaces. I've found a place where, for a night or two, the streets curve in unfamiliar ways. If I walk here, I might find insight, or I might be touched by madness.

    I'm sure that in his own mind Shoigu didn't lie, heck I'm even willing to believe that Shoigu is in good faith but that putin is just saying one thing and ordering the complete opposite thing in the same breath. (Don't worry I'm not that naive but I wouldn't ascribe to Shoigu much ability to make his own decisions)

    Sarah JoanLangenkamp was a diplomat at the U.S. Embassy in Kyiv, Ukraine. Numerous offices have cited her as the head of the International Narcotics and Law Enforcement Affairs Section at the embassy.

    Latest ISW report says it looks like recruitment efforts in the poorer ethnic regions of Russia have exhausted available recruits and the stealth mobilisation has now shifted to the central parts of Russia, including Moscow, Leningrad and St Petersburg.

    Given they really didn't want to have to recruit from there, it shows the desperation for fresh bodies.

    Nitpick: Saint Petersburg IS Leningrad. It was renamed Leningrad in 1924 and renamed Saint Petersburg in 1991 or so.

    Technically, only the city got renamed back to St Petersburg, with the wider oblast still being called Leningrad.
