You have to understand the reason that statement is important to consider is because China is upset by the prospect the West will react the same way they have to Russia should they invade Taiwan. They want to do it right now with their domestic issues and civil unrest at home, but seeing how Russia is getting shit on, simply can’t.
China sees itself in Russia, what it could be. Their bonds and similarities in being “victims” to Western imperialism, as stated in the article, are very deep.

China also is a huge net importer of food and energy. Russia has weathered the sanctions this well because it's a net exporter. Yes, it's economy is going down the tube but it's still treading water. China probably would have 6 months at best until oil and food run out and mass starvation and a huge energy crisis unfolded into the CCP either collapsing or having to go to war with its own citizens as they do what it takes to eat. It would be an encomic disaster for the west too.. don't get it twisted.. but survival wouldn't be the central goal to the crisis. China knows this, hates this, but ultimately why they will continue to kick and scream but do very little. If you ever see them become even close to food and energy neutral then start to worry.

A bit different from how you people predicted it to be; it was thought to just be an on-foot assault since the Russians are allegedly so poorly equipped or not prepared at all. But now, it's clear they've saved all that shit for this battle and no one saw it coming. Although, I do think this is them pulling out all the stops; if they lose here, it's all over for them.
This will be the final major battle of the Ukraine-Russia war.
