Any serious analysis of that would read it as Russia still not being actually serious about negotiations, when they're still seeking to exclude the government of Ukraine from being the other primary participant talks would be held with.
What Russia wants here is less a negotiation under which terms Russia buggers off, and more "stop supporting them so this can end in a Russian victory".

Russia, China and South Africa are set to begin naval drills off South Africa’s Indian Ocean coast Friday in a demonstration of the three countries’ close ties amid Russia’s invasion of Ukraine and China’s tense relationship with the West.
The 10 days of exercises, named Mosi II, will coincide with the first anniversary of Russia’s invasion of Ukraine on Feb. 24.
A Russian frigate, the Admiral Gorshkov, arrived in Cape Town earlier this week sporting the letters Z and V on its sides, letters that mark Russian weapons on the front lines in Ukraine and are used as a patriotic symbol in Russia.
In protest, a small yacht flying Ukraine’s flag sailed by the Russian frigate in Cape Town’s harbor. South African protesters opposed to the exercises are expected to demonstrate at the Russian Consulate in Cape Town on Friday.
The arrival of the Admiral Gorshkov has stirred considerable controversy because it is armed with the latest Zircon hypersonic missiles, a weapon that Russia says can penetrate any missile defenses to strike targets at sea and on land.
The warship is set to test-fire a Zircon missile during the joint naval drills, according to Russian state news agency Tass. The test will be the first launch of the missile in an international exercise.
The American government believes that munitions and rocket propellant that Russia could use in the Ukraine war were loaded onto the Russian tanker, while it was docked in South Africa. U.S. is considering whether to take action against South Africa.

South Africa previously abstained from a UN vote condemning the invasion. It also refused to join the US and Europe in imposing sanctions on Russia.
The South African government sparked a political row when it gave permission for a superyacht called the Nord, which is linked to the sanctioned Russian oligarch Alexey Mordashov, to dock in Cape Town - although it is thought the vessel did not actually go there.
The sanctioned Russian cargo ship, Lady R, was also allowed to unload supplies at a South African naval base. The government said it contained a delayed order for ammunition.
South Africa points out it has held four joint exercises with the US since 2011, as well as drills with France and Germany.
"All countries conduct military exercises with friends worldwide," said Foreign Minister Naledi Pandor, during a visit to her country by her Russian counterpart Sergey Lavrov in January.
She said that trying to stop South Africa from conducting joint military exercises with the countries of its choice amounted to "an abuse of international practice".

The big problem is South Africa, like North Korea, is likely providing technology and munitions to Russia. Additionally, conducting exercises is training them for the war machine. That is why the West is concerned and contemplating sanctions.
Even if the conscripts amount to a few people, like another poster reported on African sightings, SA is still heavily contributing from a supportive role.
1) Providing technology, munitions, supplies is heavily contributing. Additionally, allowing the transport of the aforementioned in secrecy - like with North Korea - is heavily contributing.
2) War drills with Russia at this time does count. That's training them no different from how Ukrainians get daily training with Western nations. Making them smarter and more capable of killing Ukrainians via trial and error rather than "error and death."
3) A few volunteers at least.
4) Well, that's why this whole thing made headlines. That is a new development from Lavrov sealing an alliance a few weeks ago.

Not a single fucking South African is going to get himself killed in Ukraine for Russia.
Prove that South Africa has given or sold Russia a single fucking round of ammunition, or provide a source that would claim this is happening.

Currently Denel is on the verge of bankruptcy and collapse due to mismanagement and corruption. It can't really build much, and almost everything that it can and has contracts for are stuff built in NATO calibers or to NATO standards because Denel's main market are countries that mostly use Western hand me down gear.
Meaning Denel isn't going to sell 155mm Howitzers to Russia or whatnot at 45 million dollars a pop because the Russians literally can't afford that shit, and they don't have the ammo for it. Not for anything else Denel could possibly make.
Not to mention, this would be a one time sale followed by Denel immediately going out of business. South Africa doesn't have a large electronics or machine tooling sector, it's highly dependant on Western suppliers who would instantly cut them off and sanction them.
