Just as the one true China who rightfully controls all of China, which if you look at their constitution includes Tibet and everything controlled by the PRC. It is not one country saying fuck you to another. It's a civil war that has not ended yet.

It's still a civil war, no different if say Dems and Repubs had a civil war, both claimed to be the one true America while one group got pushed to just Alaska, Hawaii or Puerto Rico as the other held the main 48 states. But both sides claim to be the one true US government. Not separate nations. That's a major difference between two nations at war.
