This is some Brexiteer level dishonestly in interpreting these numbers, just so you're aware. The very first comment in reply to this article explains why:

Year over year increases don't mean much by themselves when the base value of something has been reduced to the point of being nearly worthless.

So no, even the IMF's in no way certain prediction doesn't mean "Russia has a stronger economy than the US in 2024".

They might also still be under the delusion that bombing enough shit will break Ukraine's spirit and get them to surrender.

Though the Dam thing was likely just Russia looking for an immediate, short-sighted means to stall the Ukrainian advance because their defensive lines are woefully unprepared and this allows them to consolidate their forces in the places where they can actually cross safely. Drowning their own troops and cutting clean Crimea off from clean water are just side-effects.
