The nuclear genie is not going back into the bottle. Lowering the amount of nukes to a "safe" level will only lower the threshold for using them, and invite bad actors to develop and build nukes in secret, which also will just increase the likelihood of them being used, as the side building them in secret might think they have the upper hand.
