The distinction between strategic and tactical nukes is completely meaningless in terms of international reaction. China, Russia's real masters, already told Putin, no nukes.
The only utility of nuclear weapons in battlefield environments is against large concentrations of massed troops either defensively or offensively. One of the main characteristics of this war has long been the issue that neither side can actually mass more than a few hundred troops in one spot before the other one hits them long range missiles. What are the Russians going to nuke? 3 trenches a few hundred troops? An airfield? An urban area? None of those things would make a single fucking difference tactically speaking.
Or do they plan on nuking NATO itself? Well good fucking luck with explaining the difference between tactical nukes and strategic nukes to the immediate fullscale nuclear retaliation.

No country in the world will allow the nuclear Pandora's box to be reopened. Its not just 'the west', its China, its India it is literally everyone.
If Russia uses any nuclear weapon, even a 'small' tactical nuke, they will stop existing and everyone not named Putin inside Russia will be scrambling to capture him and turn him over to the world as a peace offering before said hammer falls.

At this point given how hard Russa has screwed up the war despite all of @Vampiregenesis 's hand wringing and Putin ball cupping I'm more worried for the Russians expected to deploy the nukes blowing up in their own faces/leaking radiation all over their own forces. Vampire also seems to forget that Putin is not the only one with nukes and if he chooses to use them that will change the much more hands off approach western nations have taken into a much more directly involved kinda role. And while everyone will suffer it's basically guaranteed Russia will suffer more.

They were barely paying anything for upkeep to start with. They were paying about 10% per nuke that every other country with them was. And that includes Pakistan and North Korea.
From what i've seen, i wouldn't necessarily describe the current situation as "Russia is losing".
Currently, it looks like a standstill with Ukraine holding on but Russia being unable to make any gains, while any major offensive from the Ukrainian side will likely not happen until 2025.

Why else would Russia want negotiations for Ukraine to give up regions Russia doesn't even fully control? Just go brrr and conquer all of Ukraine if they're doing so well. Putin knows very well Ukraine ain't stepping down until every orc is driven out. Meanwhile Ukraine gets more and more western weapons, Crimea runs out of anti-air defenses...Putin is praying for a miracle

I suspect that the audience of this wasn't the west. It was about showing the rest of the world (Africa, Asia, S. America) that Russia doesn't want war. This might be because of upcoming escalation.
Sometimes, the light of the moon is a key to other spaces. I've found a place where, for a night or two, the streets curve in unfamiliar ways. If I walk here, I might find insight, or I might be touched by madness.
Why would "Asia"(of which Russia is a part of?), Africa and S America give a shit what Russia wants? China knows Russia isnt stupid enough to make a move on them, Russia cant physically touch India, Japan & S Korean may be concerned about what Russia wants but theyre both ostenaibly "the West".

Because according to Russians, NATO is an existential threat, a view that we as west, dismissed and keep dismissing. Let's not start this conversation again.
Also, I really don't believe that the Russians give a dime for EU or US anymore. They turned their backs on us permanently a couple of years ago. So I don't believe that the audience if Putin's announcement was actually us. I also don't believe that Putin's conditions would be accepted from Ukraine (which ofc he knew thus reinforcing the previous point). This announcement might have something to do with the F-16s or Ukraine hitting directly Russia.
