During the cold war, USSR did train nuclear strike on Stockholm, but the bomber/strike fighter turned (almost always) before Swedish air space. It ended with the fall of USSR, and one day, Russia did do the classic train to nuke Stockholm maneuver, and everybody wounder what was going on. The Russian ambassador did go out in the media, and say it was a mistake, that the crew did need training, and re-used old USSR training program, and it was not a threat to Sweden, and Russia wanted friendly relationship, and will train elsewhere in the future. In "modern" time Russia have re-started the nuke the Stockholm maneuver. The big problem is that they fly with there transponder off, so only the military radar see them, but civilian radar for traffic control can not see them, and they drive through "lines for passenger flights" The risk for collision is low but its a rude behavior.
So what Russia is doing now is noting more then old saber rattling.
