it's the title headline "jets scramble" that I've seen more than once that irritates me. No different from "slam," or "blast" in headlines. You even see it in headlines for China's issues with their neighbors overseas.

As an actual American, I can say that the vast majority of Americans don't even think about those two countries. The United States stopped wanting to compete with Russia about 35 years ago. The competition is over.
