I'm trying to look into how the different administrative regions are funded, hard to find any useful info in English, so I asked a Russian friend to look into it as even she couldn't explain off the top of her head.
Ultimately I don't think it matters much who pays out the bonuses, the federal government or the local administrations, they both have their hands in the same proverbial cookie jar.

Ukraine has also thrown record numbers of drones across the borders hitting countless targets, and is still continuing to push in Kursk, but it doesn't seem to be affecting the front lines in any real way. russia is still slow pushing in the east. They just keep adding the to the meat grinder.

Strangely it seems like it actually Ukraine now that is playing the long game, by hitting the refineries and production plants while working on their own R&D. russia seems to be moving with a sense of urgency, "They run as if the very whips of their masters were behind them."

Reportedly the damage can be repaired, and came a the end of a sustained 1 hour attack that saw multiple volleys of missiles target it.
Maybe the Russians should just stop dying.

At the ripe old age of 28, I'm sure her death was due to "natural causes" (read as torture, beatings, starvation and god knows what else) after just a year of detention.

But just another personal story on how you can't make a deal with these people or try to negotiate peace.
Russia are the invaders, they are the ones that need to leave.
Meanwhile, putin and the president of Iran are having happy meetings and sharing their "same world views" while it has come out that trump has been keeping in touch with the russian leader for years.
How is there any question on on who has democracy and people's best interest in mind?

Ukrainian intelligence reports large numbers of north Korean troops are being trained inside russia, possibly for use in the war. This comes after south Korea said NK officers had been killed in a Ukrainian missile strike on a russian training base and that NK might take part in active fighting.
Pootie does need fresh troops and nk slave soldiers will do. Even with 3 million ruble sign up bonuses, the average age of the russian army is now up to between 45 and 50. There have been russians in their 70s killed in Ukraine.
