The 21% is what the central bank charges the commercial bank - the commercial banks charge even more for personal loans and businesses. Some mortgages have reportedly hit as high as 35% interest rates.

It could signal how Russia hopes to offset mounting battlefield losses and continue making slow, steady gains in eastern Ukraine.

No. See the wording, no new restrictions. Nothing about the current ones. We continue our hard posturing of altering between concern and condemnation while watching Russia continue their genocide of Ukraine.
Sometimes we might impose some new sanctions that get bypassed through our choice to look other way as stuff gets rotated through Russian vassals and every couple of years we remind our supposed allies that they shouldn't help arming Russia like Turkey recently.
