Sure they are, but which ones are the main ones that the Russians will try and kill if given the chance as they know if they kill a foreigner they risk provoking NATO but if they kill a Ukrainian NATO will sit on their butts.

The story you linked even had in the title they were delaying non-Ukrainians in favor of those fleeing.

What the article does not really say is that most of those people (those not prioritized at all) were African students.

Now THAT is something worth mentioning, the article itself, from the title or even the intro didn't say that.

But yeah, further down the story, it starts to mention that. Yeah, the racial aspect of it will be a big problem. Prioritizing a Ukrainians over Non-Ukrainians is understandable in the situation. Prioritizing based on the color of their skin though is not.

Speaking of linking sources, Visa, Mastercard suspend all operations in Russia, 'effective immediately'

"Effective immediately, Visa will work with its clients and partners within Russia to cease all Visa transactions over the coming days," Visa said in a press release. "Once complete, all transactions initiated with Visa cards issued in Russia will no longer work outside the country and any Visa cards issued by financial institutions outside of Russia will no longer work within the Russian Federation."

Judging by the title and intro, it just looked like they were saying Ukrainians had priority over Non which is what I was going off of as you didn't specify much on your post and wasn't immediately obvious in the story you linked till about a third to half way down.

I would imagine the significance is "it is now even harder for Russia to get goods and services than it already was"
