I think you're mistaken about the lower age limit, all the news outlets I see are only mentioning the upper age limit. It wouldn't make sense either to scrap the lower age limit as the scrapping of the upper limit is specifically for:

These are Krushchev era tanks with a different calibre main gun to the rest of their tanks (so more load on the logistics) and require a 4 man crew as they don't have the autoloader newer tanks do. They are normally used for reservist units so it may mean reservists are being prepared to be thrown into the meatgrinder now too.

I find it hard to hate the "typical russian" for it tho, propaganda on this level is fucking twisted. If you lived in a closed environment for your whole life, hearing on repeat that a country far away has no culture, no history, and is ran by terrorists who hate you, it would be pretty hard to convince you otherwise with a few internet articles.
