    I think you're mistaken about the lower age limit, all the news outlets I see are only mentioning the upper age limit. It wouldn't make sense either to scrap the lower age limit as the scrapping of the upper limit is specifically for:

    These are Krushchev era tanks with a different calibre main gun to the rest of their tanks (so more load on the logistics) and require a 4 man crew as they don't have the autoloader newer tanks do. They are normally used for reservist units so it may mean reservists are being prepared to be thrown into the meatgrinder now too.
