Maximillian of Northshire Order hall recruit help

Hi guys

just a quick question about recruiting maximmillian of northshire.

i've done un'goro crater on my current character (zandalari paladin)
i've got my order hall set up and am questing in legion.

i even flew out to highmountain to talk to him but i havent gotten the quest in the mail yet

do i have to do the legionfall questline on the broken shore to get him?

wowhead isnt very clear on that part.

If he was added in 7.2, I’m afraid you’re stuck doing the broken shore campaign.
If not, it might just be time gated because Legion had lots of that stuff with Order Halls.
