Not a full-time Warlock here, but they have been a class of interest numerous times before.
I remember that quote, and it was very disappointing. I almost want to play one due to their desirability in M+ and non-LFR raids, but if they're gonna be crippled again, then stuff it. I'm just sick of swapping classes every expansion for whatever reason.

Other than that - of all classes Warlocks and Mages are probably most consistently powerful overall. Warlocks almost always end up being at least good one way or another, in recent years you maybe had like 2 whole patches where Warlocks were shit and it did not last long.
