stop making overpowered alliance characters and always making the alliance win?
Alliance = superman = boring
Horde = dude with no powers = interesting

Alliance “OP” characters never amount for anything in faction conflict and get jobbed by literally nobodies.
And Alliance “wins” by losing, and then after we lost cities, populations and land we are told that we “won” because Horde decided to stop killing us for a moment.
If thats a win then you are welcome to have it.
Broken in particular should have been the shaman race for the Alliance, alongside the Wildhammer Dwarves, rather than Draeneis.
While Arrakoas could have brought both light and shadow priests, assassins, and their engineering skills to the Alliance while Stormheim Vrykuls would add some much needed brute strength and brutality after the Worgens.
Having superpowers or not doesn't decide whether a character is interesting, focusing solely on their powers at the expense of an actual personality is.
It's not so much that Jaina, Malfurion, Alleria, and whatever are overpowered it's that Blizzard has no passion for writing them in a way that isn't one note, none of them have any entertaining qualities despite whatever bouts of screentime they've gotten. I'd argue someone like Sylvanas is one of the most overpowered characters in the story but plenty would agree she is interesting regardless because they like her tragic backstory and snarky moments. Hell Superman has had interesting stories before too, especially when writers play to humanizing him and showing he's even more down to earth than Batman because his real identity is simply being a blue collar working man trying to fit into normalcy despite being a god rather than a billionaire playboy with mommy and daddy issues.
Superman doesn't even win a lot of fights, actually has a lot of weaknesses and has lost to very powerful foes before.
The problem is that the writers as you said have no passion or true interest for the Alliance characters they write, and that while they make these characters flawed, it's not in a humanizing way or attempt to make them interesting.
Their errors are made out of pure plot-induced stupidity instead of understandable mistakes made out of mistaken judgement or understandable mistakes, and they get no depth from the writers.
The lore or racials or other design choices are not the reason why we have one overwhelming faction.
Players don't want balanced factions. They want to play where the meta happens.
And while the community decides where the meta happens based on Blizzards design choices, they are always going to decide on one fraction, no matter how small the difference is.
So as long as your faction is locking you out of the meta if you chose "incorrectly", all you can ever achieve with design changes is that you somehow messed up so badly that 90% of the hardcore crowd feels forced to spend money on a faction change or quit the game.
You can never get balanced factions this way.

You do realize you contradicted yourself? Blizzard made Horde racials more powerful and relevant, even recently where goblin rocket belt was a huge advantage in M Kil'Jaeden. There have been entire raids race swapping because a Horde racial made such a difference on a crucial fight.And while the community decides where the meta happens based on Blizzards design choices
The onus is on Blizzard to design well, so players don't feel they're at a disadvantage for playing whatever race they like. That won't happen as shown by history, namely Blizzard consistently making something markedly more powerful. With all the sleazy cash grab tactics, is it really so hard to believe they try to influence race changes for more income?

Blizzard could literally make the Alliance characters into the gods of Warcraft and somehow still make them dumb af
The Alliance gets the Horde's most popular race. The Horde should get the Alliance's most popular race in return. Alteraci Humans for the Horde!

Simple.
Stop being the goody two shoes faction. Also it needs a thematic redesign. The blue/gold color scheme is so ugly and bland. Doesn't help that every Alliance race seems to have completely abandoned its identity and are basically just Stormwind human lackeys. The Horde races have so much more diversity and identity. A Troll or Tauren still feels right in obviously Orcish buildings or towns, but a Nightelf in Human armor and town? Ughhh no. And yeah I know that applies to Blood Elves and Nightborne too in the Horde, but we're talking about the Alliance here.
The horde looks and feels badass, the Alliance is just so very bland and the various races just don't fit together at all.

They may be generic but I love all of the alliance races. If they do cross-faction guilds I'd definitely swap to ally. Raid guild is horde only unfortunately.
Not sure if this pleases OP but all the m+ tryhards and actual pushers are going Dwarf so that's something.
Here is the truth.
The majority Alliance players also play FF14, and want the game to play the same. They are drawn more to the super casual handheld way FF14 treats them.
The majority of horde players do not play FF14 and do not like the way FF14 is. They are drawn more to the game play and way wow is.
This is why alliance has less players.
