The origin of cis- as a prefix dates back to Latin, a couple thousand years back. It's literally the opposite of "trans". It's been used extensively in scientific endeavours for centuries, because science always used Latin.

Sigusch coined the term cissexual a few years prior, but pretty much nobody paid attention and it has no relation to the origin of "cisgender", and Sigusch was in no way the guy who coined the cis- prefix, which again, was some Latin dude thousands of years ago.

The german dude didn't coin the term "cisgender". That's a lie they're perpetrating. He used the term "cissexual" as an antonym for "transsexual", because that's how Latin has worked for 2000 years, but his work had absolutely nothing to do with the origin of the term "cisgender" other than sharing the same Latin derivation for the prefix.
