You have to follow the policy if you use your personal device to sign onto government networks. So you either lock up up your device or comply. Some people are given a separate device, so the policy doesn't mean much to them. Others aren't allowed devices, so it means nothing to them. You're SoL if you're someone who is using their personal device. I know a lot of people haven't worked for government or agencies that work adjacent to government but maybe in college you device(s) might have had to conform to campus IT when you sign on to you're campus network. Thats how the bans are enforced.
