Generally speaking, this is absolutely correct. LEO's are typically enshrined in protective legislation to prevent their mistakes from becoming litigious (so much so that no-knock warranting the wrong house and killing the person inside is barred from criminal or civil punishment, including a wrongful death suit).
However, on a very slim outside chance - the Texas State Trooper indicated that the Cowardly Police Chief "did not follow protocol", and that might be an edge to slip under the onion of protection LEO's enjoy. Doubtful though.
The United States is a militarized police state. Even though 99.9997% of all LEO's do good work, the few that fuck up, can fuck up bigly, and get away with it. And there is almost no way to right the ship. And it pains me deeply, because one of my very good friends in life is a police detective, and he is everything we'd ever want in a law enforcement officer, and it pains him as much, or more, by how the U.S. is continuing down this horrific road.

To "stop cooperating" with other state or federal law enforcement agencies, it basically means they department is turtling under their union lawyers, and responding only and specifically to official requests, etc. It means everyone is lawyering up, and getting ready for the hammer to come down.

Remember hearing YEARS ago about a case where an apartment of girls heard a friend of theirs downstairs being messed with by a bunch of guys and called the cops. When things got silent they went down to see if the cops where there and check on their friend to find the guys still down there and took them hostage and spent the next 14 hours beating, raping, sodomizing, and peeing on them while forcing them to perform sexual acts on each other before they finally left. The police never bothered to send anyone. And the courts sided with the police on it saying they weren't required to protect them or something along those lines.
Can't remember the exact details on it and not sure how to google for this without just getting a bunch of porn. But given that story, I don't have much hope for this one short of token firings and losing elections, no actual charges filed I am betting.

Uvalde literally declared disaster area.
Texas Gov. Greg Abbott (R) announced Tuesday that he has declared the city of Uvalde a state of disaster following a deadly mass shooting that killed 19 children and two adults at Robb Elementary School.
The declaration will accelerate state and local assistance and suspend regulations that would "prevent, hinder or delay necessary action," according to a press release from Abbott's office.
The declaration also enables state agencies such as the Texas Division of Emergency Management to continue providing crisis response resources, including a temporary facility for community members who are seeking mental health support.

So sounds like it's mostly the chief of police who's ghosting them. I mean, I can understand it to a point - guy is a small town police chief suddenly thrust into the national spotlight on one of the worst days of his life when he's made objectively terrible decisions that resulted in 21 people dying. In that situation I'd probably turtle as well...but that's why I don't/wouldn't take a job with that kind of pressure, either. But it's also making things worse and making them look worse for him. Nice to see the others are cooperating and that it is not the entire department not helping. But this dude is doing himself no favors. I mean public pressure should not really be getting to him, he was running for the city council after all, and that comes with plenty of pissed off people. I would never want it except for maybe people like Putin, but I have a feeling this dude is going to off himself. He has both sides throwing daggers at him atm.
I hope that's not true. Also, if the cops didn't engage the shooter, I'm wondering how that would even have happened. Unless you mean the Border Patrol group that shot him 27 times and hitting a hostage in the crossfire, which at this point, I'd actually understand considering the gunman killed the other 20.

So this is not the teachers fault in any shape or form.They have now determined that the teacher, who has not been identified, propped the door open with a rock, but then removed the rock and closed the door when she realized there was a shooter on campus, said Travis Considine, chief communications officer for the Texas Department of Public Safety. But, Considine said, the door that was designed to lock when shut did not lock.
“We did verify she closed the door. The door did not lock. We know that much and now investigators are looking into why it did not lock,” Considine said.
