Player base must be getting real low.
This was not included in the patch notes, but even this late in the PTR you can still mail non-BoA items between your Alliance and Horde characters. Crossing fingers it stays that way through release!

While I'm all for a new Paladin armour set, it is just a recolour of Legion. Not too bad as it's a nice set BUT it has the stupid belt design which stops the front of the tabard from showing below the waist. This annoys me soooo much!!!!!!

Depends on the mechanics and the difficulty, as latency is still huge. Heck, DPS rotations will see DPS differences based upon latency.
I can recall countless times where latency (not "oh no... it was latency, I swear!") caused issues, and it generally coincides with tight timings or mechanics that gauge your position. An easy eample jumping down holes to blow up bombs: if your latency is bad, you can just fall to your death as the bounce back mechanic doesn't register, mistime the explosions and blow up the raid, and so forth. I recall jumping across platforms in the Deathwing fight in Cata had our higher latency people falling to their deaths because the auto-jumping mechanic wouldn't register due to latency. This isn't even getting into dancing mechanics or interrupts or anything that may require a GCD's worth of reaction time (or less in some cases).
Just to drive the point a little further, it's not just about the latency, it's about packet loss. Granted this issue can happen within your own region, the more hops you have to make with your connection, the more points of failure you can introduce. Even within the US, I've had times where half the raid team had to use VPN connections because of backbone issues somewhere in the US that others weren't experiencing just so we could raid. Unfortunately, that can actually increase latency, which will be a double-whammy for those out-of-region who require a VPN to circumvent unstable/bad pathing to the Blizz servers.
If we're talking LFR/normal (and maybe heroic to some degree), it's probably doable. Unfortunately, Blizz has a hard-on for tuning things tightly to where latency and stable connections are the difference between defeating a boss and wiping over and over again through no fault of your own. Personally, I'd like to get back to the days where you could have a person or two have connection issues yet not have to wipe the raid because of random parity mechanics that will wipe your raid.

When I do dungeons with oceanic players I lag and my game freezes for 5+ sec every couple min, so if I'm healing it can mean multiple wipes. Is this working as intended?
How quickly can I get a friend to 272 ?
Hopefully this means we get news about the alpha/DF in general soon, glad we're getting the patch soon, though there seems to be nothing super relevant to me since guilds are still faction locked. I guess we'll see if there was anything encrypted that's of interest.
Looks like all good changes to me, I recall a lot of people complaining about Grateful Offerings not having catch-up so that's a nice recent addition to these notes.
I have the same hope. Still playing on EU Alliance side. But it's really dying for the past month. Last week I found 6 keys over +15 in whole Europe in queue (situation isn't always as dire obviously, but that hit hard)...
Crossfaction is just the last hope of alliance players to actually be able to play the game.
No mention of the Tirisfal stuff?
