Is 4 set for MM hunters bugged?

When u cast Aimed shot right now with the 4 set the buff procs and gets used in the same cast

Every 2nd aimed shot u cast is a richochet basically by itself

Aimed shot -> Aimed shot that procs 4 set trick shots and uses the proc in the same cast

Shouldnt it be Aimed shot -> Aimed shot that procs the buff -> Aimed shot that consumes the buff

Its pretty obvious why the trick shot leggy is the best

The focus is spent when you finish the cast, procing the 4 set, then the Aimed Shot flies through the air and hits the target, consuming the buff. Seems like a fairly obvious way for it to work, but you can petition Blizzard to have it work differently.
