Given its a hero spec thing I'd imagine it'd probably turn a few spells more frost-firey
I hope they do something interesting with it if it's in the tree in the first place (They could just add passive frost effects to fire spells and vice versa)
Something like replacing fireball and frostbolt for those 2 specs and being unique in some way, double instance of damage and with that double chance to crit for fire (with the grace period like fb+pyro so it doesn't overwrite lol) and double proc chances for frost maybe but with a slightly higher cast time or something like that.
Replacing it with flurry again is unlikely since it has to do something for both specs.

People complained, that it made no sense fire wrapped in a bolt of frost...not everything is their fault
Then other people complain that frost only uses frost spells and not really anything from the other mage specialties...no matter what happens they will piss off someone

It was removed going into Legion with the spec fantasy highlight, and replaced with a spell that actually had kit interaction other than "push other proc button".
As to the hero talent, unsure. From a Fire standpoint, it only ever replaced Fireball when 3.x FFB existed until TTW got fixed to work on bosses. Frost it was a meaningless proc on bolt, and FFO did exist for a short time since Flame Orb was the actual original spell. I could see them twisting any spell to be frostfire themed, it would be fairly trivial.
I'd also not read too heavily into any past interactions, they don't fit what has been showcased so far for hero talents.
Seeing the examples we got for druid, I wouldn't expect much past it effecting frost nova and maybe meteor, as well as maybe adding that comet proc with a frost fire effect to some spells. That's probably it, the rest might just be flat damage increases given the druid/warrior example.
Frankly, if it turns a few fire spells blue and adds a fiery blue particle effect to frost - without being a massive numerical downgrade compared to spellslinger - it's already a win in my book... but I fear this will be covenants all over again, just without the switching-lockout and attached additional content.
