1s stormkeeper

I thought the 1s CD on beta last night was a bug but now i'm seeing it in the patch notes. How/why would they put stormkeeper on a 1s cd? It completely devalues having a 2nd charge and everything else in our kit.

Don't be silly, 1s stormkeeper cooldown? Ofc its just a bug on the beta.

Mad they changed it. The 1 sec cd was certainly in the patch notes. I actually thought we were going to get another capstone talent that would be shared with lightning rod. It was a nice boost to the dps and to me made the rotation smooth. Too bad they took it away. 1k drop for me in dps.
