Is this a coincidence that after few days he announced his 2024 presidential run, that the above starting happening, or is this done on purpose by the current higher ups to smear him down and make him more un-electable?

Not uncommon for these thing to happen during elections for some leverage. Or on whistle blowers, to cancel someone dredging the distant past or whatever, etc. when the time comes.
Smear campaigns and such, whether true or not.
