I'm still not entirely convinced based on the relatively low resolution of the texture (512x256) compared to the other dragonriding mounts (which are all character models just like the 11.0 pre-order mount) which all use 1024x1024 textures or higher. This could also be for the other encrypted mount that has dynamic flying/dragonriding support, which could very well be a gryphon but without character customization options.
The 11.0 pre-order mount has 12 customization options with 46 choices compared to e.g. 10.2's Faerie Dragon mount having 9 options/22 choices, so that one will be just as extensive at least which kind of sets a precedent for mounts in the future as they'd no longer be limiting that to Dragonflight. However, I would expect customizable mounts going forward only through major unlocks like they are now. Other mounts, including probably new ones that aren't as special, will probably have dynamic flying/dragonriding support but without being customizable (there is 1 encrypted mount that currently fits that criteria).
