Does that mean that the book covers do not matter? Ask anyone who loves their books and they will tell you that they definitely do! They are part of the experience, they set the mood, they are the FACE of the book.
It's the same for WoW expansions. Box art used to play this role to a degree, but it was never on the same level as the login screen. Besides, since they no longer sell physical copies of the game, "box art" for new expansions is not really a thing anymore.
Maybe you do not see the login screen for more than a second every time you launch the game, but you do see it EVERY time you launch a game. And it will still be used as a "book cover" in every video, and every article that talks about different expansions. Do you ever listen to login music from the expansions past for nostalgia sake? If you do that on youtube, it's the login screen that you will see in the background.
Is a "low effort" login screen the end of the world? No. The book cover does not change how good the book is. But it can still change the experience of reading it, for better or worse.
