I'd say part of that is because the high elf fantasy has been one of the main alliance fantasies since W2 and it was given to the horde in the form of Blood Elves, so there's been that desire to finally get that part of the alliance back in WoW, and void elves look like an undesired compromise from a time when blizzard didn't care about the fans (BFA - SL). Midnight is the last time where it'd make sense to get playable HE, with new features like tattoos and new customization, or they could just add it to void/BE and merge both races into a neutral, HE race for both factions.
Other than that, the alliance does not have many other desired playable races outside niche stuff which tends to be VERY ugly races, like Broken, Ginyu or Furbolgs. This is because blizzard tends to create new monster and tribalistic races, which make more sense for the horde (Zandalari, Vulpera, Centaur, Sethrak, Taunka...), and the small exceptions where they create new civilised races that would make more sense in the alliance, they either go horde anyway (Nightborne), go neutral (Earthen, Pandaren), or are just a different faction of an existing race, too similar to add as a new race (Arathi).
