Perhaps? I agree that this being the Arathi would be weird, there would be more story fanfare around them. I personally expect a Naaru or something, not just dudes in armor.
Anyway, personally I'm always less interested in an expansion's features than in its vibes and gameplay. Features mostly serve as marketing bullet points. Housing obviously ate up the lion's share of the budget here, and Blizzard better hope it's quite popular. But personally the proof is always in the pudding.
Kinda weird to see them go back to separate raids for a single tier this time around, and three of them no less which hasn't been done since, what, Cataclysm? Not a criticism, but weird.
Haranir AR is the real miss tho. I truly have no idea why they went with a race that has little lore/popularity and appears for half a zone in TWW rather than a fan-favorite like Ethereals.

For those who are disappointed after the features reveal...
Remember, the feature reveal for War Within only had the names and quick glimpses of the four zones, plus three new gameplay features (hero talents, warbands and delves) along with the general "new dungeons & raids" stuff.
It was only after Holly Longdale started to EXPLAIN what these meant, did we actually find out how integral and deep they were. Delves were just "bite sized" adventures as she said, which was so much less than the full experience. For the hero talents, I think she just mentioned how we could play as a farseer shaman or one other one, and we all know how detailed those became. And warbands... it wasn't until she explained we could share banks and transmogs and reputation where the crowd went wild.
In other words... give them time. I know this is different and we're all impatient for more detail, and in a perfect world we'd already have follow-up videos with details about all these updates and more. But that's not what they're doing this time. There are two in-depth panels later in the week that will serve that purpose.
I didn't mean the crowd. It's just Hollys stiffnes compared to Metzen simply being Metzen. I get it, not everyone is a crowd pleaser. But still, the differences are quite jarring.
