You can't add that kind of progression literally every single expansion or else it becomes a bloated unwieldy nightmare, which is why they refocused to systems designed to be placed indefinitely. This is why they kept making temporary systems rather than just doing it right the first time - they don't need to worry about designing Artifacts after Legion and can just throw the carrot away and have you running after another one. You haven't moved forward - there's just a new carrot.
Eventually they settled on 5 levels in Cata to slow it down which people didn't like and had to completely redo the system after because it was going to become a mess of combining the maximum number of cracked capstones possible with not a lot of interesting build variance, because it's possible to have too many points.
As Lahis said, which you seemed to just kinda ignore, Hero Talents are a pressure valve, even if some are not super well implemented in terms of fantasy right now.

the only thing even kinda comparable to housing is tmog in how it made all of the old content relevant again but housing is going to do even more, for proffs for raids for reps for EVERYTHING

the dh spec is a psudeo caster ranged dps btw LOL so the total is void caster (spriest) semi void caster (disc) void semi caster (dh) still no martial void class at all and demon hunters get the wonderful choice of psudeo fire caster focused on meta uptime or psuedo void caster focused on...... META UPTIME its literally just havoc 2 but purple

I wouldn't put it past the developers to simply finish up Stratholme. Once Quel'thalas is updated, they will probably take up all the remaining unused space surrounding the city anyways. Just remove the fire effect, add roofs, and tie up all the unsightly dead ends with some old Stormwind assets and you should be golden. Doesn't need to be anything special. And if it doesn't get used later, they can add secrets to it like they did with Karazhan crypts.

the problem with the features of this expansion
1) housing: revelaed too soon
2) haranir: non a popular race
3) third dh spec: a spec for only 1 class is not exactly a good choice
4) prey: not talked enogh
some are saying this feels more like a patch reveal than an expansion announcement and they're neither wrong or right.

It's a bit of an assumption to say 10, but more points is a safer assumption than none when they literally said that Hero Talents are a long-term system in TWW.
Same with Delves. They said they're evergreen. There's no "new Delves" slide, but we've had 10 and a Nemesis delve confirmed.

If someone is telling me this "feels" like a patch reveal, they're allowed to on the basis of it being feels over reals, but they're absolutely wrong in terms of what it actually "is."
I think the lack of information on new abilities, talents and/or class progression is a valid worry, but jumping to the conclusion that they are flat out not happening is equally as worrisome of a jump. This expansion is 6-8 months away.

For me, I feel no their biggest issue (besides housing being revealed too early of course) is how they kinda set expectations too high by using the forbidden phrase "world revamp".
Yes it's unquestionably a revamp of Quel'thalas. And it does update EK by actually removing the border. But by saying it, they made both larger Quel'thalas, and updated EK zones a possibility. And having two nothing zones rather than ones that elicit nostalgia, they guaranteed people would be disappointed.

Since it looks like housing outsides are human, orc, and blood/night elf it seems likely that Silvermoon and Bel'ameth will be the next housing zones for Horde and Alliance respectively. Hopefully sometime in Midnight.
Then draenei and forsaken after maybe? Draenei and forsaken are both supposed to be building new cities.
