if High Elves would be an separate race, i think an inversion of the blood elf racial could work, depicting their survival without access to the sunwell and without falling back to absorbing other forces of magic, outside of arcane artifacts.

The removal of a beneficial effect and restoring resources mimics the siphoning of others, that blood elves did. Since High Elves never did this, they shouldn't get that. Instead they could have an effect that increases their resource generation for a time, reflecting the ascetic life and meditations they had to do. It could also have a secondary effect of silencing others for a few seconds.

The remaining things are passives. Blood Elves get:

[Arcane Resistance] (Passive) Reduces Arcane damage taken by 1%.
[Arcane Acuity] (Passive) Increases critical strike chance by 1%.
These are mostly fluff to make the races more grounded in their fantasy.
Common is a passive tied to a profession. And here a profession that deals with arcane artifacts make sense, so enchantment could also be used here. I could also see them using Archaeology, refereeing the look out for arcane artifacts. So either of these work.
The next one is often a 1% resistance to an damage type. Arcane could be the obvious one to use here too. It is also used by Nightborne. Now, because High Elves were more reliant on arcane energy to survive, and didn't took in other energies, we could replace arcane resistance with another type, but Arcane still fits, so this would be the same as blood elves.
The final one is often a buff to a secondary stat. Blood Elves gain crit chance, showing a more aggressive behavior. High Elves, due to the things they had to do to survive, would likely go with something else, and i think mastery or versatility work great for them.
So with that i would give high elves:

That is a good point....but just like making a Kul Tiran with they elf ears they gave you, you'd still be expected to make a Void Elf to play as them. Maybe High Elf people should be asking to change their racial visuals.
eh, they could also have some human DNA and be a bit different. Like kul tiran are different to the regular human model. A Arathi High Elf could be straight standing, a bit more buff. Just examples.
