11.0.7 had Undermine prologue with Orweyna, I guess in 11.2.7 Ethereals story was sorta kinda prologue for K'aresh because it ended with Venari communicating with Locus Walker. But yeah, TWW ones and 10.1.7 with Vyranoth were weak, only good prologue so far was 10.0.7 Forbidden Reach (and 10.2.7 prologue to TWW if we count that).
As for X.X.5 patches, there is simple way to make them more interesting - and it was already a thing in Legion. Just launch season there. That would split interesting part of story between more patches, now everything important happens during first 3 weeks and remaining 5 months get nothing.
Something like that - from story POV - happened in DF too, because during Season 2 megadungeon launched in 10.1.5 was more important storyline than raid. And it spiced up even otherwise lukeworm DF plot.

Splitting up the season in that way also allowed for possibly one of the greatest bits of pre-raid storytelling with the Insurrection plotline. Which timegating or not, really did set the stage for the raid in a major way.
I can only assume that the failure of 7.2 with the class focus causing the Broken Shore questlines to crash and burn turned the devs off of doing it forever, seeing as it didn't even last until the end of Legion given Antorus launched with its own dedicated mini-patch only a few weeks into 7.3.
Would love if the devs took another crack at it though. Especially now that they are attempting split raids again.

Think we need better proof than Holly Longdale writing the word tinkering in a tweet for the Midnight Beta before I believe in any Tinker shenanigans. Definitely need more in-game proof hinting at it.

I think they mean the Prey target.
I still think Artificer is the way, it's better to be themed around higher Titan tech in the Titan expac.
A tech class for those who want it but that doesn't feel like "Engineer+" for people who just like being engineers as well as something not that.
I guess if we either completely ignore what TLT is about, or completely alter the idea of "tinker" to mean "literally anything anywhere even remotely able to be described as technology".
I do find it funny that, after literally decades of tinker fans insisting that the class was some very, hyper specific goblin/gnome racially-associated idea that was so isolated and self-contained that hunter guns, bombs and rockets didn't count because they were a different sort of gun or bomb or rocket... we've now, over the course of like a year, reached the point of "No, noo no no no, wait. That esoteric, magical glowing Titan orb and this rune engraved pedestal projecting a magical shining shield are totally tinker things".
A titan technology focused classed has nothing to do with tinker imo; but it fills a similar niche which no classes in WoW has outside of maybe survival, but I think most people would agree survival's identity is all over the place and they need to take the tech stuff out

Class: Artificer
Gunslinger
A ranged spec that uses guns, finally another class to use ranged weapons, a dot focused spec that uses lasers, bombs and titan magic
Mekgineer
A melee mech based spec, you could make the argument for tank or dps; piloting your own personal titan mech - doubles as a flying mount when out of combat, dracthyr type customisation in the barber shop
Constructor
A technology supporter using titan magic and gadgets to buff; summons little helper bots to buff allies, titan magic to "titanforge" allies - similar to ebon might
In wowhead beta search, you can see Waycrest Gryphon and Starcursed Voidstrider divine steed spells.
It looks like Blizz is adding Kul Tiran and Velf pallys. Maybe they will add a new class after?
