Yep. And they've made that mistake a lot. Either because they felt there was no way to properly fix what was already in place and so it was worth the retcon, or they didn't realise how badly they were breaking things. I would bet it's a mixture, but that they really felt they struck gold with the Jailer thing. I'm personally a fan of what they tried to do with the Jailer in terms of him being the link between the Legion and undeath, and being involved with Sylvanas ever since her jump off Icecrown. But the execution was lacking and it as all revealed too quickly with not enough build up or hinting. We knew something was wrong with the death realm all through BFA, but nothing about that hinted at an ancient plot that influenced so much. They should have narrowed the Jailer's influence on the biggest events and seeded his existence much earlier before using him.
Seriously though the payoff of seeing him activate the Forge of Souls, a previously completely unexplained machine, and using it to drill into Azeroth to funnel her soul to fuel his plan, was really cool. But he should have been linked to such a plot earlier than Shadowlands.
