Given how Avaloren and Khaz Algar is described, it very much seems like DF part 2 stretched out to a full expansion.

A hidden island filled with Dragons, Titan constructs, and a subtle void undercurrent.

Doesn't mean 4 new ways to get there. Could just mean that the Horde and Alliance park a fleet offshore, or in a new harbor and they wanted nice looking ships instead of the archaic models.

Or as previously pointed out when these were first found, it could be that these + the airship updates + the siege weapon updates mean IoC is getting a revamp.

We didn't find the updated model when the train was first designed, which is why it used the old Icebreaker model.

Based on interviews by Ion, I think it was confirmed to be "coming" a while ago, but the way they talk about it makes it sound like it's still several expansions away.
