I think it would be smart of them to use Azeroth in the name, honestly. It is instantly recognizable to players new and old, current and lapsed subscribers.
It's also bloody easy to market a name and theme like that in cool ways. Lots of stormclouds, lightning, weather effects, and so on.
Storms of Avaloren makes a bit more sense if you simply consider our speculation though, because that's where the storms (presumably) are. But Azeroth clicks for more people, and there's no reason the storm cannot extend to cover all of Azeroth in such an expansion. In fact, that could be part of the plot, and why there's an urgency in the beginning of the story.
Like I mused in my original Voidstorm leak back in August, perhaps Queen Azshara meddles with the storm and sends it all across Azeroth. Maybe it's just an effect caused by the elements being at unrest, or Xal'atath tinkering with Elun'Ahir over on Avaloren.
I wonder how they'd work this pre-patch though, because the Dragonflight pre-patch was essentially this. It was called Tempest Unleashed and spawned a bunch of bad weather and elementals in some old world zones.
