I feel it's fine to give Dragonriding at the start so long as you cap players at the version of Dragonriding you have without any improvements for longer. It's still useful for certain things, but mostly it's a free glider to and from quests, not a better mount to be used at all times.
Make Renown give upgrades to the zone, rather than glyphs giving you inherent buffs. More updrafts, more vigor refills, more speed boosts, etc.
Make it so that by the time you reach max Renown for a zone you can fly almost as well as you can currently. If alts are a concern you could have those unlocks be account wide.

None of those Avaloren screenshots involve anything especially woody so I'm gonna overblown the importance of this in my mind. I'm not even a doomer about the screenshots but I will be disappointed if the new continent is 95% reused assets unless they come right out and say it's because the revamp is coming in 12.0.
Probably a slow moving weekend, then come Monday, BOOM!
One idea I had was that Khaz Algar (and thus the Algarian Stormrider) could simply not be connected to the expansion continent; it could be a starting zone for a new race or class.
Dragonriding is almost perfect now, all it needs is an air-brake so you can slow yourself down on hairpin turns. Not a total stop like aerial halt. Something you can tap to get a light braking effect or hold for a stronger effect. Real race cars have brakes for a reason, it's weird that dragon racing even got released without an air-brake.
I'm not sure why anyone would want to go back to grandma minivan flying at this point though. It's so painful. I do think it's funny how you have to use static flight when you die in the Dragon Isles though, just to highlight how much of a punishment it is compared to dragonriding.
I really hope we'll finally get the crowning of Fenran Thaurissan II as king of all dwarves, followed by some revolts from wildhammer dwarves and the need to reinforce his power legitimacy by submitting Khaz'Algar to his autority by force. Would be good material to start a faction war where the Alliance plays the more morally questionnable role, while the Sin'dorei & Shal'dorei political alliance builds itself as a more virtuous side.
The sky captain gear has been datamined to have a "masquerade" version, which I would assume would be nightborne. The captain who led us to the dragon isles also happened to be one, so it would make sense.
