Odd given that you can use dynamic flying in them already, but in fairness many patch zones still don't allow flying period and flying was a staple feature. Firelands, Timeless Isle, Isle of Thunder, that prison island from Cata, and so on.
Regardless, still weird.
Not sure the reason for the unlock requirement for boring flying at this point anyway with how late in the expac and such.
I think it makes sense to not allow it in the Dream since that zone was designed specifically for Dragonriding and it's also going to be current content at the time, but wouldn't strongly care if people wanted bad flying in it. Their weird choice. Just don't let it work with any Dragonriding world quests.

TL;DR
-Light and Void existed first
-Where Light didn't shine, Void grew
-Light and Void struggling -> explosion -> physical universe
-Unstable energy formed the Twisting Nether
-Shards of light implanted in matter formed life and elementals
-Clouds of light formed Naaru
-Titans formed in fiery planet cores, sending their own energy into their planets before waking up

Given that we not only find Titan stuff on Azeroth and Draenor, but in the Emerald Dream too, it would make the most sense that Progenitors/First Ones were just what the Titans were called in the Shadowlands.

With the non-neutral races, at least there could be either a shared cultural value or historical/personal/political connection.
Pandas were divided over philosophy, I think.
Dracthyr chose sides based on which of their groups got randomly assigned to Wrathion or Ebyssian, who aren't even part of the Alliance or Horde.
