Combining the two, maybe? Team combat where some team members are individual hero classes (moba crowd) being supported by a larger general figure who is managing resources and/or armies (4x player).
There is room for innovation there, and the Warcraft setting will sell. The question then becomes how do you make it print money -- you just make Warcraft Rumble.
Warcraft 4 is a dead dream, unfortunately.

Warcraft 4 would be DOA. I hope Blizzard understands that. RTS's are a thing of the past - Dota and Starcraft are only alive because of the e-sports they've become.
RTS's are also directly competing with MOBA's and Blizzard already has a MOBA they abandoned.

Thats besides the fact there is no way they make WC4.
Imagine having:
- Microsoft's platforms (Windows, Xbox, Bing)
- MS + Blizzard player base
- Microsoft's money (pay thousands of streamers, magazines, etc)
- One of the biggest franchise ever (Warcraft)
- Direct continuation of the most popular and genre-defining RTS after 20 years
And somehow make it Dead of Arrival.
