It hasn't been admitted to be fake.
It showed up on the internet 3 months before 8.3 was announced, 6 months before it was released.
We know Shadowlands went through drafts and rewrites.
Legion and early BfA lore pointed heavily towards a connection between the Old Gods and the Faction War Sylvanas started.
The map has a much more similar structure to the released SL zones than any other expansion before or since.

So it's possible this was an early proposal that was rejected somewhat early, and someone who had a picture of it decided to post it online for hype, even after it had been rejected.

You are looking at the issuing of HTTPS certificates. Rift of Aln's first (logged, but could have existed before) certificate was issued on 2021-11-09, further down the page. HTTPS certificates expire at some point and usually get automatically renewed (which is why it always gets renewed around this time).
