If they want, Tinkers can be any race. Just because it was more restricted in the past doesn't mean things can't be different - especially because Blizzard ultimately creates the context that can explain anything.

I'm having PTSD from when Teriz said Vulpera should be one of the 4 races for Tinker despite them having almost no experience with technology. But yeah, Tinker & Artificer are essentially the same thing, they only differ in their racial aesthetics.

I would prefer it be called Tinker just so it's different from DnD.
