Are addons creator gonna be in a rush, since there is no PTR for this patch ?

Hopefully the patch doesn't break existing addons. That said they will absolutely be in a rush to create utility for the content of the patch, depending on what the patch actually is.

I suppose that addons like Handy Notes or TomCat's Tour are the ones that need the most work

It is possible the patch changes absolutely nothing for addon devs that don't have any business with the new event. No idea though, there's several things that can happen.

1. Nothing
2. All addons just need a toc bump
3. All addons need to be updated to specifically support the game version they want to support to work, hopefully defaulting to retail (as seen in Cata Classic)
4. Some changes, but not a lot given the patch's nature

...or some combination of these. I'm not sure how much attention Blizzard would have spent on making it a more seamless patch for addon authors/users, but in theory it can be pretty seamless, maybe even not requiring a toc bump (so addons don't show as out of date). We'll find out soon enough.

I think im more excited for some random fluff changes than the most likely to be dissappointing event.

Yeah, at the end of the day I have no idea about any changes that aren't related to the event outside of maybe some S4 stuff/a single map. If they decided this would be a secret release very early on, they could have perfectly well decided there would be no interface API changes requiring no updates for addon devs, but no clue. First time they've done this.
