I think there were item strings for an Ethereal raid, so there was some speculation that it could be on K'aresh. And it all lines up with loot from the Nexus-Princess boss in Nerubar Palace so it feels like even more of a stretch than the assumptions that the possible Goblin raid must mean that we're going to Undermine.
I agree that K'aresh itself fits better with Midnight. I could maybe see an Ethereal raid here on Azeroth in TWW, with the Shadowguard helping Xal'atath, but TWW should focus on going deeper and deeper into Azeroth. We can go to K'aresh and ally with the non-Void Ethereals in the next expansion.
Far as I know the only thing pointing that way are a few items that contain the words ethereal raid in them that are in the first raid of TWW, but that could also have a few reasons. From what I recall, the items are all ones that drop from the ethereal boss, so that could be the simplest reason. Yes, there is the goblin raid item(s) as well but in that case we have nothing goblin-related in the first raid so far, so that's a bit more mysterious as to why.
Yet, you knew what was going on. One led to another. Meaning, they started out by presenting the characters and then pit them against each other. Here, there's not much explanation. The Earthen operates a forge, the Harronir does a dance, the Arathi gets ready for battle. Yet, there is no payoff. What is it for? They need to show what happens as a consequence.
My money's on the final patch of TWW going to Avaloren. That had real breadcrumbs before the so-called leak used the name. I think everyone will have claustrophobia-exhaustion from an entire expansion underground, so they will "release us" back to the open world again. It will follow the Arathi Empire story thread, and I'm also betting the final boss of the expansion will be the "Lightbound" Arathi Emperor.
I'm not sure what cinematic you were watching, or (most likely) what narratively you're desperately clinging to, but anybody with eyes could garner context through this cinematic.
Just because it's not the same formulaic approach to WoW cinematics as you're accustomed to, and your personal bias aside, does not automatically mean the cinematic is a nothingburger.
Also, using vanilla WoW's cinematic is a terrible example of what you're trying to get across.

I'm all in on going to Avaloren, but it most definitely will not be a content patch.
Or, I should say, it should not.
I won't be surprised if internally, Blizzard is discussing "Why does everyone think Harronir are half-troll half-night elves? They were clearly designed to be sexy quillboar."
"This could have been a standalone expansion setting" has been the premise of the final tier of every expansion since Legion

Although I fully predict the saga is breaking that trend - Only so Avaloren can be the final tier of The Last Titan.
