My theory is somewhat similar, but different:
11.1: Rootlands + Goblin invasion raid
11.1.5: Undermine Megadungeon (Entered from Kezan, which is a mini zone. We may or may not explore the whole island).
11.1.7: Hints at a secret passageway to Azeroth's Soul. The Goblins had 1 way to it in the Undermine, but now it's gone. Second way is found through the Undersea.
11.2: We enter the Undersea and enter a secret zone that's next to Azeroth's Worldsoul.
The final raid takes place at a Titan facility at the soul of Azeroth, with lots of Titan and Void stuff (Maybe Progenitor stuff, based off the datamined stuff from awhile back, but don't quote me on that). The final boss room is at Azeroth's soul itself. The ending has Xal'atath escape, with her plans directly foiled. However, like the Void itself, Xal'atath is quick to adapt, and has more planned for the worldsoul.
11.2.7 has us learn more about where Xal'atath's gone, and we learn that the Sunwell is the Voids next target.
And the 12.0 pre-patch has us defend the Sunwell from Xal'atath's attack, only for Azshara to appear and we ultimately fail. This will lead to Void invasions across Azeroth.
And the 12.0 expansion will have a revamped Quel'Thalas (and maybe a revamped Northern Eastern Kingdoms? Again, don't quote me on that, I'm most likely wrong), as well as the start of the war between the forces of Light and Shadow on Azeroth.
