I know about that. But i don't think they allow important NPCs. They are just "common" npcs like, Merchant, or Thief or the such right? I don't think they put in Almalexia or Vivec or one of the Daedric Lords? Well, maybe they have now, have not played ESO in a long time.
Ulduar as a capital city would be incredibly sick. Assuming they use the entirety of it though. It's huge!
Originally it was just that but now it is pretty much any second tier NPC. So no, you cannot have Vivec.

But you can have obviously all your companions plus pretty important NPCs like Lyranth, Prince Inskar or M'aiq the Liar.
So you would not get Tyrande and Shandris. But you would get Broll.
It's literally where the main part of the story will be, as it was in the book pre-TWW.
If you had to eliminate places which would definitely 100% not be used as a social HUB, its first on the list.

Agreed, but I think the move is going to be that Odyn (most likely figurehead for Bad Vrykul and Bad Titans) will reconnect the HoV to Old Ulduar to form Ulduar Prime (as it is canonically a piece that split off). Which would give them a lore reason for the revamp.
Though he may just laser ICC and place it there, leaving Old Ulduar open. Whatever the reason I suspect ICC will get Dalaran'd to make Titans the primary threat on Northrend and to give DKs something to do.
If it's an OC settlement I think it will be in Borean Tundra because open space + Horde and Alliance towns + far away from Ulduar/Vrykul.

Yeah the thread's definitely derailed into people fantasizing what they want vs what will actually happen.
The Scourge still exists, but is pretty much confined to Icecrown now, so the logic here is to put a base in their base.
(ignoring it for Order Halls) Argent Tournament Grounds, build up into a full city could also be an option. Or Warsong Hold/Valiance Keep both expanded to have faction based hubs. Uthgard Keep was also once mentioned. Azjol'nerub or even Naxxramas also have potential.
Will be interesting what Blizz will settle on for TLT.
Process of elimination will tell you Borean Tundra and Howling Fjord and Zul'Drak* gets cut.
Storm Peaks - Absolute no brainer
Icecrown - You can't have Northrend without Icecrown
Sholozar - Titan facility and Avatar of Freya
Dragonblight - Back to DF lore, Galkarrond, Irikidron etc.
Zul'Drak, I'm really struggling for a concept. The Drakkari Trolls are extinct, except from 1 guy just chilling somewhere else ingame. Drakuru's Scourge is gone. So it's basically a desolate zone nowadays in real time.
I wouldn't rule out The Nexus being moved as that's still relevant

I feel pretty confident that Ulduar will be an open world zone and the first raid tier, and that ICC will be our city. Just because ICC is to iconic a set piece. It arguably is Northrend. It's not just gonna sit there, they'll want to do something with it, and I don't think it will be a raid again, because it was very recently completely under our (Bolvar's) control. If they translated the instance version to the open world, it'd already be almost perfectly set up to be a city, with the separate rings for different city functions all around a very easy access central spire shaft. Ulduar is a bit of a mess and it's exciting locations are the interior ones like Mimiron's and the gallery leading up to the Prison area and wings, not the open courtyard areas.
My wish is that they take the Argent Crusade questing hub in ICC (not the tourney grounds) and make that into a proper hub, with proper buildings and everything.
The tourney grounds are placed where they are for gameplay reasons. But there isn't really anything preventing the Argent Crusade from having established the castle they planned to build further south.

Honestly, I don't think anything is getting cut. Largely ignored maybe, but I imagine all the zones will have it's fair share of quests. Even if just a small amount, or certain zones luke Grizzly Hills and Howling Fjord getting combined into one.
Zul'drak I cannot see being cut. If only because I don't think the developers are going to ignore this one possibility to finally make the Zul'drak raid they scrapped in WotLK. The giant snake tail in Gundrak is almost as big a meme as the sword is. And I cannot imagine Blizzard will avoid making one patch per expansion a dedicated nostalgia bait patch.
We had Undermine in TWW. I could easily see Scholomance, Stratholme, or Scarlet Crusade as one in Midnight. And Zul'drak fits perfectly in TLT as both a palette cleanser, and as nostalgia bait.
