They'll merge Void Elves and Blood Elves into just being neutrally picked "High Elves". Both of them already have High Elf customization. Then people can just pick a subvariety between Blood, Void and High that gives racials and some specific locked customization (the tentacles, green/gold eyes, tattoos).
I don't know why people would assume they'll add another splinter group, doubling down on division when we know that Midnight is in large part about reunification.

Elf enthusiasts are like druid players, they are never actually satisfied. They could add High Elves as a complete, separate race tomorrow, with their own divergent skeleton and completely new animations and tons of customization options, and six months from now you would have people saying that they really need to add San'layn, or that darkfallen need more options.
Void Elves are the Earthen. They are the race that was made to add (High) Elves to the Alliance.
At most, they'll turn High Elves into a neutral race and merge Blood and Void Elves and let you pick a racial. There is no way that they are going to add Void Elf 2.0/Blood Elf 3.0 to the Alliance that is the same race AGAIN AGAIN with slightly different racials.
That's not how anything in the game works concerning races.
I mean, if blizz would do a big race revamp for midnight. like, combining the different allied races into their main race, making them all neutral, big revamp on the racials, stuff like that. Yeah, then perhaps.
hmm... this could actually be a really big feature if they would do that
Dark Iron were the "Earthen" of the Dwarves.
And then the Earthen were the "Earthen" of the Dwarves.
And one day, some other sub-species of Dwarf will be the "Earthen" of Dwarves.
Let's all face the facts here: Blizzard are not shy of adding multiple varieties of the same race, if they think it fits the story. Especially if they think it'll help boost sales.
Last I saw, you can choose blood elves with blue eyes, so why would people want high elves?

Some people like Trolls. Cool.
Some people like Trolls that feel like they're from a tropical island. Cool.
Some people like Trolls that feel like they're from a tropical island... buuut, one part of that group of players like their Trolls to feel like witch-doctors and head-hunters, while another group of players prefer that their Trolls are upright, mighty, and powerful.
How do we solve this problem? Hmm. Let's create two of them. One for each type of player.
Now let's apply this same logic to elves.

That's not all, is it?
One turns blue OFTEN in combat.
One has regal armour from Silvermoon while the other has some type of weird purple wings with gold armour that matches nothing else.
One lives in frigging Silvermoon while the other lives on rocks in space.
One is surrounded by the noble races of the Alliance, while the other has to collaborate with brutes living inside tents.
One has a limited set of classes while the other has almost all of them.
Besides being on the Alliance, Void Elves are "we have High Elves at home".
Because Blizzard spent time on some of the best expansions of this game going "High Elves are a separate faction from Blood Elves, at war with them, and are part of the Alliance". Blood Elves having the customisation did nothing for the demand, because being told "Want to play this Alliance faction with two reps tied to it? Join the Horde" went down about as predictably as possible, especially circa BfA when the Alliance was getting horses shoved in their face while the Horde was getting unique mounts. Blizzard kept showing Alliance-allied High Elves as a separate thing from Blood Elves, so folks went with what the game showed
Mind, its all a moot point because they gave VElves the HElf skin tones so there's that stand-in for it, much like how BElves have the undead skin tones for the other 'yeah that should be playable' of undead BElves and draenei have eredar. The ship has long sailed on this one, as much as I detest void elves
Seriously, if they paywalled high elves as a race, they'd have the highest selling cash shop item from Moon Guard purchases alone
What? That's exactly how the game works. There's no "big revamp" needed. It's all just UI in character creation.
The character creation has you pick High Elf (Horde) or High Elf (Alliance), then there is a pop up (exactly like where you choose between Exile's Reach and Starting are) where you pick [High Elf], [Void Elf], or [Blood Elf], and that takes you to customization, where they all have the same base set of options and some specific customization options (exactly like how blood elves and void elves are now).
If they do neutral Thalassians in a racial revamp I wonder if we also get neutral Goblins from Undermine?
...maybe THAT is the other rocket station? New starting zone?
I can also see neutral Amani but it's a bit stretch.
