

Yep, would be ideal for Azshara. The leaders know who she really is but the rest of Elf kind and even the general populace of Azeroth see her as the saviour of Quel’thalas/Azeroth. She’d essentially be worshipped on mass again.
Hell, even have some of the world leaders even be fooled by her or feel indebted.

I mean, yeah, of course the Beledar was supposed to be a Naaru, seeing how it literally looks like a space ship.

Azshara wouldn't be the primary antagonist, because that is clearly Xal, there's no way they aren't going to milk her for the whole expansion.
Azshara also fundamentally 1.) wouldn't ally with Xalatath and 2.) wouldn't ally with us.
So you have an Azshara that you have to resolve in the middle of the expansion as a filler patch, again, like in BfA.
Metanarratively, Azshara is literally the same character as Xalatath.

Metzen said Midnight would be about the unification of the Elves. I’d be a lot more interested in the possibility that they’re united again under Azshara. It would be poetic irony and would open up a lot more potentially interesting stories to have a leader be so very clearly evil but the likes of Anduin, Alleria, Jaina etc being unable to act on it because to depose her would be to alienate the general Elf populace.

I still think the "unification of the elves" strictly relates to Quel'thalas and the High Elves/Blood Elves.

I'm really, really not sold on Azshara being involved here.
I think the Elven tribes in reference were the Sin'dorei, Ren'dorei and Quel'dorei. I think the Shal'dorei and Kal'dorei will play very minimal roles at that. Adding in Azshara just feels like one too many cooks in the kitchen.

Yeah, I think scattered Elven tribes is exclusively Void/Blood/High Elves.
It would be incredibly weird to shoehorn Night Elves in who... aren't really relevant to that? Nightborne are kind of included in Blood Elves because politics, but I still don't expect a big presence of them.
Azhara is a void empowered night elf, that turned her first into a naga (since n’zoth and the other old gods are into mutations), that was aiming for the true power of the void, which resides with xalatath now, and she brought more humanoid nerubians with her. So… yeah, makes sense for her to look like that
