Just saw a snippet from an interview where Ion says that, yes, the Emerald Dream isn't varied enough for an entire expansion.
Apparently an Old God expansion got canned as well, for similar reasons.

Next year will mark WoW's 20th anniversary. That would seem an opportune time for Blizzard to revamp WoW's original continents, the Eastern Kingdoms and Kalimdor, much in the way it did with 2010's Cataclysm expansion. Hazzikostas said an old world revamp is something that is "likely to happen" in the future, but that the team would learn lessons from Cataclysm, which was criticized for essentially deleting parts of 2004-era WoW, and use modern solutions to preserve currently existing pieces of the game were it to become a reality.
"We are definitely open to it at some point," Hazzikostas said. "It is a shortcoming, if you take a step back and think about World of Warcraft as an ongoing living world, if we've kind of painted ourselves into a corner where we have all these iconic locations but we can't really use them because they've already been used."
I don't know if we know enough about Iridikron to gauge that he's the most evil Incarnate. We just know that he made dark bargains in the past and as you said, something in regards to his hunger. We don't know what he plans to do in regards to the Titans too. In may end up being revealed that he has legit reasons for wanting the Titans gone, or that they've wronged him somehow. It doesn't make him good, but there's a lot more capacity there for someone with at least some potential noble intentions as opposed to Fyrakk who is just seemingly chaos and destruction incarnate.

Reminder that we still haven’t been told what Tyr did to the eggs that Vyranoth and Alexstrasza both found to be abhorrent. Seems like something that will be revealed immediately prior to hitting Tyr with the villain bat, and Tyr isn’t the type of character who should be taken down in some quest in 10.2.5. It makes more sense that Tyr is the antagonist of 10.3.
I’m also hoping that the expansion ends with Iridikron/Vyranoth/whoever doing something to break the barriers between the Elemental Planes and Azeroth. That, along with the soon to be world tree being born, would be a great segue into a world revamp. Night Elves get Amirdrassil as a new starting zone, and many other zones are altered by the greater elemental influence resulting from the dissolving of the Elemental Planes

The French Warcraft team says that PTR will be up today.
So the announcement so far has been a huge letdown in my view. But I don't want to be a downer. So I'm going to stay positive.
Here's what I'm hoping for tonight in the datamining:
- The Blood Elf customisation extends to Void Elves as a kind of thing they don't market but will still do because of how easy it is, and what an easy win it'd be.
- The world content sets end up looking amazing in-game.
- We get solid evidence that the World Tree is actually a thing this patch, and not something they're postponing even further into the future.
- Previously unseen amazing Hunter pet tames and little Druid toys, such as new portals or something.
- At least some regions of the Dream that looks ethereal and dreamy, so there's an indication that sections of the dream (or layers) might resemble the real vision more closely.
Right lets say we do get 10.3 as a major patch with a new location - where are we going? Its clear if it does happen its either Iridikron related or Tyr related. So which area would suit that story.
A revamp being forthcoming was stated before DF was announced I believe, so it could definitely be in the cards for 11.0.
They also specifically mention how much they want to reuse old areas since they are more iconic, which is getting more true the longer we go without a revamp.

I'm not speaking from a moral perspective, though I've honestly been surprised by Fyrakk's characterization in 10.1.7 since he's actually fairly reasoned and doesn't try to fry his sister on a whim and even points out how Iridikron set him up with the shadowflame, but from a narrative one. Iridikron is introduced early as the main threat. and the de facto leader of the Incarnates. The Incarnates are dragon villains in the dragon expansion and Iridikron's set up is using a dragon item (the nu-demon soul) to gain the power of the most prominent non-Aspect dragon (Galakrond) to fulfill a vendetta based on his troubles with other dragons. All conventions scream that he'll be the final villain or at least initiate the final conflict. Fyrakk on the other hand is dealing with a secondary plotline.
