How necessary will it be to complete the new storyline in the new zone?

I despise max level questing with every fiber of my being. I don't want another Suramar that I had to trudge through hating every second of it just because it was required to access new instanced content/gear.

So what is the deal with this new zone? Is it going to be required to complete it to get access to character power/content?

Isn't questing always a necessary part of getting access to character power/content? Did we have an expansion we weren't forced to quest at max level? Shattered sun, Argent tournament, molten front, Isle of Thunder, savage hollows, Suramar + class hall, Nazjatar, Zereth Mortis..

WoD I guesssss...? Since questing was only a few components of savage hollows and Tanaan was optional.
