How do I get better at Frost Mage?

I can't figure out the reason why other Frost Mages in my same group at my same item level are doing 60% more damage than me. I'm following the guides and I'm always casting, but for some reason other Frost Mages cast more spells than me and those spells individually do more damage per hit than mine. I just got out of a heroic Rashok fight at 421 ilvl and did 51k dps while the other Frost Mage did 86.4k dps.

I'm obviously doing something wrong but I don't know how to go about fixing myself.

Gear is a big factor, as are extraneous buffs like PI. Gear is more than just ilvl - tier, trinkets, stat distribution, gems, etc. can make a substantial difference.

Next is timings. A big part of doing maximum DPS isn't just knowing your rotation, but properly timing the use of your abilities around cooldowns, procs, and fight mechanics. This doesn't just mean things like amp damage phases, but also mechanics that would force you to move, or force you out of range, and so on. Getting the most out of your damage involves knowing what's going to happen and when, and then playing accordingly.

For this, one of the good skills to have is log analysis. Logs are a very valuable tool when trying to get better - just going "they did X dps at Y ilvl" is the simplest, most rudimentary use of a log. The actual benefit comes from detailed investigation of fight timelines, buff/debuff uptimes, cooldown timings, buff timings, movement, and so on. Logs are very powerful, but also fairly complicated. Get used to looking under the hood, and comparing yourself to other high performers - evaluate what they're doing and when, and how it compares to what you're doing. Identify the discrepancies, and try to explain and remedy them. Understand why they're doing what they're doing, and how you could do it, too.

It takes time and practice, practice, practice.

Without linking your talents (were they the same as the other mage?) or logs, it's hard for anyone to say much. Were you using the same or comparable consumables/enchants/etc? Set bonuses at play? Trinkets? Were they getting PI? Stat distributions on gear can play a big role too.

Without knowing any disparities in the above mentioned, it's hard to know what exactly is going on. But you said they cast more spells than you, which might indicate that you aren't managing Icy Veins properly or making good use of Temporal Warp?
